It appears that mercenaries are ordinarily 0th level characters. Are the Elf and Dwarf mercenaries that can be hired (as opposed to Fastness and Vault followers, which are specifically mentioned to be lst level) 0th level too? Or are they considered to be lst level? Just a question that occurred to me while playing around with the domain rules.
